Constitution of the Association

Chapter 1: General Meeting

Article 1

The name of the Association will be the Japanese Association of Higher Education Research (JAHER).

Article 2

The Association aims to promote higher education research, disseminate research findings, and facilitate research collaboration among its members.

Article 3

To achieve the objectives stated in the preceding article, the Association shall engage in the following activities:

  1. Research on higher education, including promotion and dissemination.
  2. Organizing research conferences and other research meetings, and encouraging research cooperation among its members.
  3. Publication of research findings in journals and other publications.
  4. Cooperation and collaboration with organizations and institutions related to higher education.
  5. Promotion of international cooperation in higher education research.
  6. Other activities required for the association.

Chapter 2: Membership

Article 4

Members shall be admitted after being recommended by at least two members and approved by the Board of Directors.

Article 5

Membership withdrawals will be governed by the rules established by the Board of Directors.

Chapter 3: Organization and Administration

Article 6

The Association shall have the following officers:

  1. One President.
  2. Up to 20 directors.
  3. Two auditors.

Article 7

The officers’ duties shall be as follows.

  1. The president shall represent and supervise the Association’s affairs.
  2. The Directors are responsible for organizing the Board of Directors and managing the Association’s operations.
  3. The Auditors shall audit the accounts.

Article 8

Officers shall be elected as follows:

  1. The Directors shall be elected by the members as specified separately.
  2. The President shall be elected by mutual selection of the directors.
  3. The General meeting shall nominate the Auditors from among the regular members other than the Directors.

Article 9

The officers’ terms of office shall be as follows:

  1. Officers serve for 2 years and are eligible for reappointment.
  2. Notwithstanding the provisions of the preceding item, Directors may not continue to hold office for more than 6 years.
  3. Regardless of the provisions of item 1, the President cannot serve for more than 4 years in a row.

Article 10

A Secretariat shall be established to manage the affairs of the Association, which shall be organized and elected as follows.

  1. One Secretary General is appointed by the President and approved by the Board of Directors for a 2-year term.
  2. The Secretary-General appoints several Secretaries with the President’s approval for 2-year terms.

Article 11

The Association may form various committees under the Board of Directors as needed.

Article 12

The Association will hold a general meeting and a research conference at the same time once a year.

Chapter 4: Membership Fees and Accounting

Article 13

Members must pay the membership fee. The Board of Directors proposes the membership fee amount, which is then approved by the General meeting.

Article 14

The fiscal year begins in May and ends in April the following year.

Article 15

The Association’s proposed budget shall be prepared by the Board of Directors and approved by the General meeting.

Article 16

The Association’s financial statements shall be audited by the Auditors and approved by the General meeting at the start of the following fiscal year.

Chapter 5: Amendment of the Constitution

Article 17

Amendments to the Constitution must be proposed by the Board of Directors and approved by the General meeting.

Chapter 6: Supplementary Provisions

Article 18

  1. Notwithstanding the provisions of Article 8, the Association’s founding directors shall be appointed by the founders and shall take office following approval at the founding general meeting.
  2. In the election of Directors for 2023, Directors whose terms of office will expire and who have been in office for more than 6 but less than 12 years shall be considered to have been in office for 4 years consecutively. Those who have been in office for a continuous period of 4 years shall be deemed to have been in office for a continuous period of 2 years.

Article 19

The Board of Directors shall determine the location of the Secretariat.

Article 20

The Board of Directors shall deliberate on any other necessary matters.
